Interagency Remote Video Network

FUNCTIONALITY

The Interagency Remote Video Network (IRVN) will be a digital video network which will connect 13 TRANSCOM member agencies’ Traffic Operations Centers (TOC) and allow the sharing of their video feeds. This will give the agencies the ability to view incidents on a neighboring agency's facility to determine how the impact of an incident may affect them. This will be done through a control workstation. IRVN will have approximately 270 video feeds on its network, viewing facilities in the NY/NJ/CT region. IRVN will have the following capabilities:

Each TOC will be able to view and broadcast three video feeds simultaneously.
Video feed selection will be made from a computer by an operator at each TOC.
Any number of TOCs will be able to view a camera on the network simultaneously.
IRVN will be completely transparent to the existing video systems.
IRVN will have a modular design, making it expandable to up to 55 TOCs.
The control workstation will connect to any video feed in less than ten seconds.
The control workstation will have alphanumeric descriptions of video feeds.
The system will have video conferencing capabilities between two TOCs.
Any agency will have the ability to block a specific video feed from being placed on the network.

The initial capital cost for IRVN, along with the first two years of operations and maintenance costs, are funded by TRANSCOM’s Federal Highway Administration (FHWA) funds.
